The Projects Directorate’s mission is to provide independent advice to the EIB’s decision makers on the sector policy to be followed and on the quality of investment projects as well as advising promoters on the design, preparation and implementation of projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental and Social experts), who work together in multi-disciplinary project teams, and in close contact with the other EIB operational services.
The successful candidate will join the Life Sciences Division, which covers the health sector, pharmaceuticals, medical technology and the wider life sciences industries. The successful candidate will focus in particular on hospitals and health sector projects. This Division supports and actively develops the Bank’s strategy with respect to its lending programmes on Knowledge Economy and Health.
Accountabilities
The Engineer/Architect (internally referred to as Sector Engineer) will act as sector specialist in evaluating the full range of technical aspect of projects in the health sector, such as hospitals and other healthcare facilities, including buildings, equipment and services.
The Engineer/Architect will also be expected to promote the understanding of the main issues and challenges of the health sector to key decision makers in the Bank and to present the Bank’s contribution to the interested outside world, including the European Commission, other national and international bodies and peer groups concerned within the sector. As part of a multi-disciplinary team and in particular liaising with the Department’s other expert staff, the duties will include:
- Assessing of the technical, economic, environmental, social and financial viability of capital investment projects and programmes in the health sector and drafting the associated reports;
- Conducting comparative cost studies (including methodology, strategy and sector perspectives);
- Provision of relevant input in sector studies (including methodology, strategy and sector perspectives) and investment reports including the broader economic and financial aspects, to provide the Bank with analytical tools to evaluate the policy settings in different countries and regions leading to the identification of business and lending priorities
- Cooperating with the Lending Directorates to identify Bank lending opportunities that best address the priorities of the various countries;
- Support and monitor the implementation of investments financed by the EIB where a considerable workload will be in countries with less well established project development traditions.
- Supporting the EIB in cooperation with other international bodies in the preparation and implementation of projects in the health sector Liaising with the European Commission, international bodies (e.g. OECD) and other IFIs and representing the EIB at selected sector events;
- The successful candidate is expected to display maximum flexibility to support other sectors within the Bank.
Engineer/Architect specialised in Hospitals and Healthcare Infra Job Requirements
Qualifications
- Advanced academic degree (Masters or higher degree) in relevant architecture/engineering disciplines, possibly complemented by a post graduate degree such as an MBA.
- Minimum of 8 years of relevant professional experience in the planning of healthcare infrastructure gained within a corporate, architecture/engineering firm or equivalent;
- Experience in the design, procurement, and project implementation of large scale hospital projects;
- Experience in more than one country would be an advantage;
- Experience of working with IFIs and familiarity with EU sector policies would be an advantage;
- Excellent knowledge of English and French (*). The knowledge of another European Union language would be an advantage.
